Assignment Title: Development of a Comprehensive Cadestral Map for the Kotu Stream (The Gambia)

OBJECTIVES OF THE ASSIGNMENT
To develop a comprehensive cadastral map for the Kotu Stream while defining precise Stream boundaries, size, shape, land use and ownership of land parcels around the Stream. The maps will serve as official legal records for land administration, property taxation, and urban planning, showing, and identifying individual lots, structures, and neighboring and adjacent streets.
The cadastral mapping of the Kotu Stream will establish a comprehensive recording of the land and real estate meters and boundaries of the Kotu Stream. The cadastral mapping will enable the establishment of land records for planning and land policy implementation including resettlement issues, property transfer, property taxation, and land valuation.
Firm Experience
The consulting firm shall be a legally registered entity with demonstrated technical capacity in cadastral mapping, land administration, and geospatial data management.
Key Experts:
a) Team Leader / Senior Land Administration Expert
- Master’s degree in Land Administration, Geomatics, Surveying, GIS, Geography, Urban and Regional Planning, or Management Information Systems from a recognised institution.
- At least 10 years of progressive professional experience in cadastral mapping, land administration, or large-scale geospatial projects as team lead.
- Proven experience as Team Leader on at least five (5) comparable cadastral or land administration assignments.
- Strong practical experience in GIS-based cadastral systems, spatial databases, and digital mapping workflows.
- Demonstrated knowledge of land tenure systems, property rights, and land governance, including customary and statutory tenure.
- Experience working with government land institutions and coordinating multidisciplinary technical teams.
- Familiarity with The Gambia’s land laws, land institutions, and cadastral practices, or similar legal contexts.
- Experience with World Bank safeguard instruments, particularly ESS5.
Core competencies:
b) Licensed Land Surveyor / Cadastral Survey Expert (2 positions)
- Bachelor’s degree in surveying, Geomatics, Land Administration, Land Use Management, or Urban Planning from a recognised institution.
- At least 5 years of hands-on professional experience in cadastral and boundary surveys with proven record of expertise in 3 assignments as land surveyor expert.
- Proven experience in conducting field surveys, including parcel demarcation, control surveys, and ground-truthing.
- Practical proficiency in the use of GNSS/GPS equipment, total stations, and related survey software.
- Experience in preparing survey outputs suitable for cadastral registration and legal validation.
- Experience in large-scale urban cadastral projects.
- Prior work in flood-prone or environmentally sensitive areas.
- Registration with a recognised professional surveying body is an advantage.
c) GIS and Spatial Database Expert
- Experience in data quality control, metadata preparation, and geospatial standards compliance.
- Experience integrating cadastral data with flood risk, drainage, or environmental datasets.
Duration: The Firm will be engaged for 6 (SIX) months..
The attention of interested Consulting firm is drawn to the World Bank’s “Procurement Regulations for IPF Borrowers” September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consulting firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
